A shirtless foreigner was found dead on the upper pool deck of a luxury Jomtien hotel. He had fallen from a great height from the building, and was wearing only boxer shorts.
His left wrist had a tattoo of a cartoon wolf. Police recovered only his cellphone at the scene.
